I agree.  In an ideal world, the ICZN would have adapted to the
digital age.  It's unfortunate that, for the purposes of taxonomic
nomenclature, certain publications that appear in dodgy,
self-published 'journals' have more standing than peer-reviewed
journal articles that are published exclusively on-line.  All because
the former come in hard copy / dead tree form.
