That's not how I'd put it... the PhyloCode doesn't regulate species names, only
clade names, so the issue doesn't come up.
Also... where did you get the news? I'm a member of the International Society
for Phylogenetic Nomenclature, a former (term-limited) member of the Committee
on Phylogenetic Nomenclature, a member of the Outreach Committee and a
contributor to the Companion Volume, and the closest thing I got was signing
the copyright transfer forms for the mentioned contributions (on the names
Amphibia and Lissamphibia)...?
