characters which can be homoplastic.

That's true, but everything can be homoplastic. Parsimony -- the minimization of the assumption of convergence -- is what (currently) keeps *Silesaurus* out of Dinosauria and Ornithischia.


Are there any other characters that support a Sacisaurus/Silesaurus +
Ornithischia relationship to the exclusion of other dinosauriforms?

Yes, just not enough. One is the ability to pronate the forearm and thus to walk quadrupedally with vertical forelimbs.
