It's straightforward to maintain an encryption scheme for the stored
papers that makes them very hard to modify on the site.

Whether or not this will be done is the relevant question, not *if* it
can be done.  Electronic document security is a solved problem; the
problem is convience tends to push down the willingness to implement the
solution.

('hacker' isn't a label for doing something illegal; 'hacker' is a
term for being a creative programmer, in that social group.
Unfortunately, the term gets used by the media for 'computer criminal'.
This annoys the first group rather much.)
