I think the greatest issue the Costa Rican government would raise would
be the tendency for these artificial creatures to escape into the
natural ecosystem.  Of course, the dinosaurs were supposed to be
dependent on lysine, but this trait could breed out or be overcome
through diet (books _did_ mention the velociraptors' taste for soy).
