For the same reason Sinornithosaurus didn't fly.  "Bambiraptor's"
humerofemoral, radiofemoral and metacarpofemoral percentages are-
93 60 40

Sinornithosaurus has very similar percentages-
91 74 46

And Archaeopteryx of course had much larger arms-
112-124 95-109 48-57

I don't know about allometric effects on limb ratios in dromaeosaurs, so the
fact(?) that "Bambiraptor" is a juvenile could change these proportions in
adults.  Compared to Saurornitholestes' holotype (which may or may not be
adult), "Bambiraptor" is about half the size. (manual ungual III in mm= 18.5
vs. 34.5)
Sinornithosaurus is slightly larger than "Bambiraptor" (femur 148 vs. 117
mm).
Make of that what you will.
