Dromaeosaurs and maniraptoriforms DO have a fenestra pseudorotunda and 
medial rotation of the quadrate head.  I'm sorry for my bad sentence.  

Another point should be made...  The presence of a fenestra 
pseudorotundum is most probably a primitive feature in many theropods 
and may be plesiomorphic for coelurosaurs or even tetanurines.
