The International Code of Zoological Nomenclature covers taxonomic names of 
the "family-, genus-, and species-groups" (Article I-1), but the tendency
among taxonomists over the long run is to apply similar rules of synonymy,
priority, etc. to higher rank taxonomic names as well.
