Regarding the non-Sue charges filed against the BHI:
It is possible that Federal laws may apply in the BHI case, rather than
civil laws, _if_ the U.S. mail was employed in alleged illegal contract- or 
financial-transactions.  Federal laws may also "kick-in" if fossils illegally
removed from private lands were transported across state boundaries.  I _don't_
know this to be true, I am just speculating that that may be the rationale 
used by the feds.  Does anyone know anything about the details of the federal
charges, particularly as they relate to the U.S. mail or interstate
transportation of fossil material?
