Yes, the rules do allow for a name change.  Hopefully, material found 
later will show that Protoavis is actually another already named creature 
or if the Protoavis material is re-studied the author can rename his 
findings, or maybe the name "Protoavis" has already been used and that it 
has just become very obscured in the literature.  Let us hope.....
