That meaning doesn't make sense -- it's certainly a ceratopsian. That
meaning would work if it were a basal marginocephalian, like
_Micropachycephalosauurs_ or _Stenopelix_, but this is a chasmosaurine
ceratopsid closely related to (or possibly even included within)
_Triceratops_.
"Nedotriceratops" would have made sense, though (except for the part
about using Russian -- "Endeitriceratops" would be better still --
"not quite three horned face"). Maybe that's what the author was
attempting.
