The etymology of Nedoceratps, as Andrei Ukrainsky
states in his 2007 paper is:

Etymology. The name Nedoceratops consists of the
Russian prefix "nedo" meaning insufficiency and the
generic name Ceratops Marsh, 1888.

Weird, isn't it?
