The English translation of this paper is now out, so it seems like a good moment to post the links and information.
The new generic nameÂRiabininohadros for Orthomerus weberae Riabinin, 1945 was proposed by self-published Russian author Roman Ulansky, who registered the name on ZooBank:
Ulansky, Roman (2015) "Riabininohadros, a new genus for hadrosaur from Maastrichtian of Crimea, Russia". Dinologia: 1-10.

However, no diagnostic description was provided and there have been serious questions as to whether the name met the requirements of the ICZN, although the generic name
Riabininohadros
has been used to refer to the fossils in more recent literature.
Earlier this year, Alexey V. Lopatin and Alexander O. Averianov published a nomenclatural note with a formal diagnosis of the genus in the Russian edition of the Paleontological Journal:

The name of the author does not form part of the name of a taxon and its citation is optional, although customary and often advisable.
Recommendation 51E. Citation of contributors. If a scientific name and the conditions other than publication that make it available [Arts. 10 to 20] are the responsibility not of the author of the work containing them, but of some other person(s), or of less than all of joint authors, the authorship of the name, if cited, should be stated as "B in A", or "B in A & B", or in whatever form is appropriate to facilitate information retrieval (normally the date should also be cited).

Under common practice, the person who first proposed a name can be included with "in" or "vide" with a citation of another author or authors.Â
