I have news about phylogenetic nomenclature! The PhyloCode will be published sometime around April this year, and will be in force
immediately upon publication. It (i.e. version 6) is being converted to HTML right now; the HTML version will go online at the same time the dead-tree version comes out or soon thereafter (not before, because the publisher wouldn't like that). In the meantime, the very similar version 5 can be downloaded as a PDF or a Word file from
https://www.ohio.edu/phylocode/documents.html, together with another PDF or Word file that details the changes from version 4c.

You guessed what comes next: the paper is not registered, the names thus fail Art. 8.5.3 and are unavailable. I'll add this case to the manuscript I hope to continue soon (another manuscript turned out to be more urgent).
