I doubt this means anything. The specimen was not recognizable as a dinosaur 
before preparation to anyone except specialists, and... it still isn't, for a 
not much wider meaning of "specialists". The authorization, dating from 1995, 
has been circulating on Twitter and calls the specimen a fossil without any 
commercial value ("sem nenhum valor comercial").
