I'm pretty sure the whole thing is a concretion around the rear half of a skull. The snout, which is mostly missing, would point toward the person who's holding it. The break between the two parts goes horizontally through the skull roof or maybe just under the skull roof.
Absolutely nothing is recognizable beyond that; the specimen would need to be prepared (i.e. the concretion chiseled off) or CT-scanned.
