Let's not confuse taxonomy and nomenclature. The term "validly published", and 
the rest of the ICZN, apply only to the latter.

No, the work has neither been published on dead trees nor contains evidence of 
having been registered in ZooBank, so any nomenclatural acts in it are null & 
void. I just scrolled through the whole thing, however, and could only find one 
nomenclatural act, the erection of one new genus & species name. All other 
names I had never seen are attributed to earlier publications.

Perhaps importantly, Malkani accepts that one of the genera & species he named 
is a junior synonym of *Isisaurus colberti*, so he can't be accused of being 
some crazed egomaniac.
