Unless they were the Mesozoic equivalent of hippos, punting along the bottom 
rather than actually swimming.
That would be fairly easy to check from fossil evidence - just look at whether 
they have any skeletal adaptations 
to reduce buoyancy, like a lack of marrow cavities in the limb bones.
