It would be if Horner were Weaver's boss or otherwise had power over her (say,
the power to ruin her career or give her a job she doesn't deserve).
Fortunately, that's not the case. To return to the metaphor, Weaver isn't in
Horner's pool.
Incidentally, I very strongly disagree with the idea that we shouldn't discuss
what people do when those people happen to be "our peers, colleagues and
friends". If there is to be a double standard, it should go in the other
direction: "friends don't let friends...".
