Sounds like you're thinking of Stanley Cramp et al.'s nine volume BWP ---
"Birds of the Western Palaearctic" (Oxford University Press).
The only other contender would be von Blotzheim's "Handbuch der Vogel
Mittel-Europas".

I'm trying to recall the name of a handbook series for Eurasian birds that
was done in the same style as HANZAB (and if you don't know what HANZAB is,
