Well, no. It says that the fibers in the wings (the actinofibrils and, 
depending on how well I've understood it, perhaps others) are unlike 
anything else. The "fur" is merely "quite different from the hair on 
modern mammals" -- whether it's different from stage I feathers isn't 
mentioned.

The abstract of the actual paper (

) doesn't mention the "hair" at all, and neither do the keywords...
