I disagree. They could evolve useful powered anaerobic flight, for burst
flying (powered for about 30 seconds at a time, followed by gliding). It
would be quite useful for predator escape, though it would subject them to
risk from aerial predators while reducing the risk from aquatic ones.

To make use of powered flight, they would have to simultaneously evolve
impressive aerobic capacity; seems a bit of a tall order, for several
reasons I can think of. And probably many more that I can't...
