No. The main episode of Deccan volcanism ended 100,000 years before the impact. Smaller episodes happened both earlier and later. Unless the impact had a time machine, it didn't cause any volcanism in India.

BTW...

Also as the the vapor condenses it extracts heat from the atmosphere.

The other way around: it gives off heat when it condenses.
