Certainly not.  The name is a nomen nudum anyway, so it never came under the 
purview of the ICZN.  All of S. Pickering's dinosaur names are nomina nuda - 
such as "Tyrannosaurus stanwinstonorum", "Elaphrosaurus philtippetorum" and 
"Blingblingosaurus snoopdogorum".
