The first is where *Shanxia* is from.

Doubling vowels to indicate the third tone (you will often see "Shaanxi") is a 
convention borrowed from an older transcription for Chinese 
(http://www.pinyin.info/romanization/gwoyeu_romatzyh/spelling.html) which never 
really caught on because it was far more complicated and irregular than 
necessary.
