I figured that they must have found usable DNA; after all, there is DNA from
dinosaur eggs, and DNA from ancient flies in amber. But I'd like to see
that explained properly.

Pretty sure what they meant was that they used the date of the fossils to
calibrate the avian molecular clock...they didn't get actual DNA from the
fossil, but they can use it's geological age to help date the divergence
of penguins from other neornithes
