English dictionaries have their own weird little vowel systems, to go
with Modern English's weird vowel system.

I would assume the IPA version would be something like /tikta:l'ik/,
or, with a more English-language pronunciation, /t<h>Ikt<h>a:l'Ik/ or
/t<h>ikt<h>O:l'ik/ (depending on accent). I can't imagine why the
first syllable would be rendered "tic" rather than "tik" except that
"tic" is an English word (but then why not simply "tic TALL ick"?).
