That may be applicable today, when we know the balance points between O2 and 
C13, but could there have been different ratios, influenced by other 
components of the atmosphere?  [e.g. A lower nitrogen percentage, which 
would allow a larger free O2 % without affecting the C13 % - This scenario 
would allow for higher O2 and more C13 in the ocean - perhaps due to the 
tremendous amount of vegetation that may have existed (which would tie-up 
more N2 and release more C)].
