It would not be all that difficult to set up a nonprofit 501(c)(3) organization 
("Friends of Paleontology Research" perhaps?) that could receive donations in 
support of dinosaur (and perhaps other paleo) research, give tax donations to 
the contributors, and give the money out as small grants to aid donosaur 
research.

Janice Boyd
(who has done this for wild parrot research, another worthy effort that is not 
smiled upon by the usual funding agencies)
