Yes -- on CD. The ICZN allows that because the copies are "inalterable and 
durable".

The PhyloCode, on the other hand, will only allow publication in ink on 
paper. The idea is that you should be able to read it with the naked eye 
rather than some apparatus. I'm not sure if that's a good thing...
