Evolution certainly works in steps, but I haven't read of any evidence
that suggests it only works on only one element at a time. Cetacean
evolution comes to mind. Evolution simulataneously worked on both the
reduction/loss of the hind limbs and the modification of the auditory
apparatus.
Or am I not understanding your point?
