Scratch your heads for awhile and come up with another possibility. I have, and 
the bones are confirming it. 

Regarding juvenile cartilage vs. bone: in the little reading I've done on 
pterosaur histology one point is made by the authors and that is pterosaur bone 
develops differently than that of any other vertebrate. The details are in the 
literature. What is happening in the juvies I cannot say, but apparently it is 
not quite like that of any other diapsid clade.
