It doesn't seem to be. The figures in both descriptions show a snout where the 
maxilla is slightly concave, then the premaxilla just slopes forward and 
slightly down straight. The premaxilla appears to have a straight ventral 
margin, though.

I can't tell from the original description for I sadly cannot read Chinese.

Wang and Zhou don't indicate how mature the Sinopterus dongi holotype is, and 
the description of the other two species is in Chinese, which I cannot read, so 
I cannot say. Perhaps there are individuals on this list whose are capable of 
reading Chinese and might be able to tell from the papers (hint hint).
