Sort of recalls Jar Jar Binks underwater civilization
in the second Star Wars Prequel. Perhaps these zones
were political boundaries, with one taxa having to
furnish proper(waterproof)documentation if it wanted
to swim into into the zone of another, like Checkpoint
Charlie in Cold War Berlin. Imagine the poor sauropods
as they fumbled with their visas....
