Dinosaur DNA

I'm just curious...
In light of the genetic technology presented in "Jurassic Park", who was the 
first person to suggest the idea of extracting dinosaur DNA from preserved 
Mesozoic mosquitoes?  Was the prospect of cloning dinosaurs ever discussed 
seriously in the scientific literature?
