It "appears" to be a _Keichousaurus_, an early nothosaur relative/offshoot. 
But, since _Keichousaurus_ is a Triassic critter and this is Liaoning, I'm 
betting it's _Hyphalosaurus_, which was a _Keichousaurus_ look-alike from the 
early Cretaceous of China.
