Regarding the fact that it's from China, and that it's still not described
(or is it?), the question is probably not "Kimmeridgian or Tithonian" (or
Oxfordian?), but "MJ, LJ, or EK".


AFAIK, it was the last known stegosaur of Chinese aspect and of late LK age.

Why "replacement"? Do we know that the non-stegosaurines (sensu
http://dinosauricon.com/taxa/stegosauria.html) died out?

Seems likely. In addition to Wuerhosaurus being the only known stegosaur from at least two EK localities, Hesperosaurus, which resembled Huanyangosaurus IIRC, is known only from the Salt Wash, whereas Stegosaurus is sratigraphically higher.
