  Wrong paper. Kurzanov, 1983 is the description of associated pelvic material. 
Kurzanov, 1987,
for which there is no available translation, is the monographic work. This is 
available from both
Tracy and myself. I also have working translations of the description of the 
skull and vertebrae,
that are not available in English versions of the other papers.

  Kurzanov, 1981: original description of partial skull, cervicals and dorsals, 
partial pelvis,
hindlimbs (both), partial pectoral girdle and forelimb.
  ________, 1982: full description of forelimb.
  ________, 1983: full dscription of pelvis with new data.
  ________, 1985: new skull material, the famous oviraptor-like skull.
  ________, 1987: monograph, over 80pp.
  Every paper is in Russian, but two were released with English translations 
for the
Paleontological Journal (which has a website, see Jerry Harris' collection), 
and there are
translations of all the papers available except 1987 (two are on Polyglot). I 
have a partial
translation of anatomy not covered by the other papers.
