The biomechanical evidence corroborates your hypothesis (as well as several
competing hypotheses). The phylogenetic evidence does not support BCF. I
don't know of any fluttering pre-tyrannosaur dino-birds from the Triassic.
Nor does the available phylogenetic evidence suggest that they ever existed.
