Well, perhaps mostly because pterosaurs didn't have feathers (they weren't birds), and perhaps also because feathers wouldn't increase the control over what is available to the pterosaur membranes.

It seems as though he is relying on readily available RC servos. To achieve 
more realistic flight he may need to explore the option of custom designing 
a servo to fit his very specific needs - that could prove to be quite the 
challenge using the fixed fiberglass wings that he currently uses.
