I've never heard of that paper, but I'd bet _something_ that all
ornithischians he describes there are meanwhile considered Early Jurassic,
so it might not be that interesting.

All basal ornithischians (*Lesothosaurus*, *Scelidosaurus*...) have the
postpubic process but no or only a very short prepubic one. The situation is
totally clear IMHO, the rotation is real. You've been looking too long at
derived ceratopsids (which have _only_ the prepubic process anymore), I
suppose? :-)
