Absolutely correct. What is even more interesting is that these same
changes that "suppress gene expression.... and/or promote it in some
other ectopic locale." can also influence the phenotype. Changes in gene
activity can have dramatic effects on morphology. And the mutations may
be only in timing the expression of genes or gene families.
