Thanks for reminding me. I think it was first proposed by Zhao Xijin in his
1983 article on Chinese dinosaurs (definitely needs to be checked, as memory
is failing me due to continued inaccessibility of paleo library), the one with
all the nomina nuda in it. It appeared in Acta Pal Polonica at end of that
year. Santa Luca in 1980 came close when he properly removed
Heterodontosauridae from Ornithopoda but failed to group it with either the
pachycephalosaurs or ceratopians. I cited Maryanska & Osmolska and Cooper in
MM #2 (whew).
