I am not aware of any skeletal features of C. that might point
towards good swimming abilities. Perhaps (correct me if I'm wrong)
you base this statement on 'Compsognathus corrallestris' the
'Compsognathus with flipper-like arms'; this species is not considered
as valid anymore, the supposed remains of flipper-like arms are probably a
structure that became superimposed on the animal body after its death
(leaves I think).
Now I'm smashing an open door of course, but as best swimmer among
dinosaurs I would suggest: Hesperornitiformes, pinguins and auks....
