The idea of plate tectonics does indeed allow for subsidence of a
mid ocean ridge, draining water off the shallow continental sea and
epicontinental seas. But this is a long slow geologic process and we seem
to require a rapid event to terminate the dinosaur reign as abruptly as it
appears to have happened. I think you should relegate this idea to the
same scrapheap as disease from other continents, egg eating, etc.
