The following are my thoughts:

Regarding the purpose of the Stego's plates, I think they were used
for all of the above.  The Stego was a very complex creature, and very
unique.  Since the tail and spikes were used for balance and
self-defense, it stands to reason that your theory is very valid.
Keep on thinking about the Stego!!!!!!!!
