If you mean the *current* set of ice caps:
The exact date was a little last I heard, but some time after the
middle of the Tertiary, perhaps as late as the mid Pliocene.
[Ice caps are associated with glacial climates, and probably occured
during the earlier glacial periods, such as the one in the Late Permian].
