You don't have to be a paleontologist to name a dinosaur...just 
publish your dinosaur, provide a description and hopefully a comparison
to other genera to support your claim.
You can do this by yourself, with a friend, or two or three or four or 
five or ......

The real trick is to be listed as the first author so the others 
get "et.al."ed. --- hopefully with no hard feelings.
