It's sort of the other way around. Those rulings may *result* in
a name being added to the Index and/or List.
If the ruling says a name has been rejected or suppressed, at least
in some context, that constitutes an addition to the Index, if the
ruling says a anem is to be conserved in some context, then that is
an addition to the List.
The rules of zoological nomenclature specify a particular journal
in which such ruling *must* be published (I forget its name, though).
Publication in J. of Paleontology is strictly optional, and is probably
done by the editors of that journal as a service to subscribers.

taken, then no changes occur].

I am not sure of the exact schedule, I ordered the stuff from the
Society a few years ago, and I got an "addendum" of newly added names
a little over a year ago. But I may have had to order even that,
so such addenda may be published yearly.
[Actually the format is rather strange - the Index and the List
are folded together in one document, differentiated by type face].
