Yes it has - the effective state of things now is as if the condition
in the last clause were reversed: a nomen oblitum is to be used unless
the Commision directs otherwise.

In clear cases where a junior synonym has been widely used instead
of the correct name, the Commision *will* rule to conserve the
younger name and reject the older.  (I think they did this for
one *species* of Iguanodon, for instance).

and the List of Conserved Names.
